بعد تصريحات بالاشتباه وردت عن مجموعة بنكية كبرى، حول غسل أموال في أرصدة جامدة بوكالات بنكية متمركزة ضواحي الدار البيضاء ومراكش، استنفرت مصالح اليقظة وتحليل المخاطر التابعة للهيئة الوطنية للمعلومات المالية، التي عمقت أبحاثها حول الحسابات البنكية المعنية وهوية أصحابها.
ووجهت إدارة البنك مراسلة، في إطار التحقق الداخلي وتفعيل مساطر تدبير المخاطر المسؤولين عن الزبائن في الوكالات التابعة لها، من أجل تحديد نشاط ملاك الحسابات المشبوه، التي تراوحت قيمة المبالغ المودعة فيها بين مليون و3 ملايين درهم، بشكل دقيق.
وأفادت المصادر ذاتها بأن المكلفين بالزبائن في “بنوك الضواحي” أكدوا، في جواب عن مراسلات داخلية عبر البريد الإلكتروني، تصريح المشتبه فيهم بممارستهم أنشطة تجارية دون الإدلاء بتوضيحات أخرى، فيما استغلوا حسابات شخصية عند إيداع المبالغ الجامدة، موضوع الأبحاث الجديدة حول شبهات تبييض أموال.
كما أكدت أن مصالح الهيئة الوطنية للمعلومات المالية انتقلت إلى السرعة القصوى في تجميع معطيات حول المعنيين بالأمر، إذ تبين توفر عدد منهم على أكثر من مقاولة، في صيغة شركة ذات مسؤولية محدودة بشريك وحيد (SARL.AU)، وبروز هوياتهم الشخصية وبيانات مقاولاتهم في عمليات استيراد سلع استهلاكية وتجهيزات منزلية وإكسسوارات نسائية، مثل حلي الزينة غير الذهبية (البلاكيور).
وأوردت مصادر هسبريس، أيضا، أن المعطيات المتوصل إليها أشارت إلى عدم تسجيل أي عمليات سحب من الأرصدة المشتبه فيها منذ فتح الحسابات البنكية لدى وكالات بنكية لا تدخل ضمن النطاق الجغرافي لمكان سكن وإقامة أصحاب الحسابات، ولا المقرات الاجتماعية لمقاولات بعضهم.
وأوضحت أن المبالغ المودعة بشكل متكرر، بوتيرة مرتين كل أسبوع في المتوسط، تراوحت بين 50 ألفا و200 ألف درهم، وأن المكلفين بالزبائن ومسؤولي الصندوق (Agents de guichet) بالوكالات مصدر التصريحات بالاشتباه استشعروا سلوكا غير اعتيادي عند الإيداع من قبل المعنيين بالأبحاث الجارية، من خلال تقديم مبالغ مالية محددة وخلال توقيت زمني معين من كل أسبوع، على مدى أشهر متتالية، فيما لم يبدوا أي تجاوب بشأن اقتناء منتجات بنكية أو الاستفادة من خدمات تأمين مقترحة عليهم.
جدير بالذكر أن القطاع البنكي تصدر قائمة مزودي الهيئة الوطنية للمعلومات المالية بتصاريح الاشتباه بغسل الأموال وتمويل الإرهاب، وفق أحدث التقارير الصادرة عنها، إذ استحوذ على نسبة 34.4 في المائة من مجموع التصاريح بالاشتباه التي تلقتها، متبوعا بمؤسسات الأداء (خدمات الدفع وتحويل الأموال) بنسبة 29.7 في المائة؛ فيما تلقت ما مجموعه 5171 تصريحا بالاشتباه بغسل الأموال خلال سنة واحدة فقط، وأحالت على وكلاء الملك لدى المحاكم الابتدائية بالرباط والدار البيضاء وفاس ومراكش ما مجموعه 54 ملفا، وكذا على الوكيل العام للملك لدى محكمة الاستئناف بالرباط، تتعلق جميعها بأفعال يشتبه في ارتباطها بغسل الأموال أو بالجرائم الأصلية، وبتمويل الإرهاب.
